According to Martin Gore (and, FYI Third Anon., he's the songwriter--only very occasionally is something penned by Gahan), it's about the relationship between Elvis and Priscilla Presley. I do believe there is a Televangelist subtext to it as well, but it's primarily about people in relationships playing the role of saviour to each other.
It doesn't really matter what the song is actually about. If one can find subtext in a song, regardless of whether it's intentional or not, it most definitely exists there.
